Governance
Brightwater is an incorporated body under The Associations Incorporations Act 1987, Brightwater receives funding from, and is accountable, to three government entities: - The Commonwealth Department of Health and Ageing, under the Aged Care Act (1997)
- The Western Australian Department of Health, under the Hospitals and Health Services Act (1927)
- The Western Australian Disability Services Commission, under the Disability Services Act (1993)
Brightwater is also subject to a number of Commonwealth and State Acts and regulations. The organisation has a strategic plan which is reviewed and evolved annually. This is then translated into operations throughout the whole organisation by the annual business planning cycle. Board members are elected from Subscribers, who are individual members of the association, with constitutional objects, powers, rules and procedures. The Board is responsible for governance and major directional policies, and employs a Chief Executive Officer to carry out these policies. The Board acts in a voluntary capacity. There are four sub-committees being, the Executive, Governance and Performance, Audit and Risk Management and Care. The Chief Executive Officer is responsible to the Board for general management, risk management, the financial, administrative, service provision and other business of the organisation. An annual report is published in October each year with narrative and the audited financial report for the preceding financial year.This is presented to Subscribers at the Annual General Meeting.
